André Picot has over 30 years of experience in humanitarian action. During his career at the International Committee of the Red Cross (ICRC) he alternated between field and headquarter positions and also between operations and training.
He served as the deputy head of training for ICRC, where he also headed the training unit for Africa based in Dakar.  He has held various positions at ICRC including delegate, head of mission, and head of delegation, in Middle East, Africa, Eastern Europe and the former USSR. He has been President of the ICRC Staff Association.
André has also contributed to a field study on Macedonia and Ivory Coast for the Centre for Humanitarian Dialogue, which led to the publication of the manual, Humanitarian Negotiation: A Handbook for Securing Assess, Protection and Assistance for Civilians in Armed Conflicts.

André also teaches in the NOHA programme of the University of Groningen.

He holds a master’s degree in Law from the University of Geneva.
