Hélène Juillard

Helene has been working as an evaluator in the humanitarian sector for the past decade with a specific focus on cash and market based programming. She heads Key Aid Consulting‘s work on cash and market-based programming, as well as capacity development. She has supported the institutionalisation of cash and market-based programming for UNDP, UNHCR, IRC, Save the Children, CARE, Oxfam and World Vision, among others. She has also authored several related guidance documents, including the CaLP Programme Quality Toolbox and the PCMA guidance, and was involved in the Sphere Standards revision as a cash specialist. Helene is a member of the CaLP Technical Advisory Group and the Market in Crisis Advisory Group. Hélène also regularly designs and trains humanitarian practitioners on cash and market-based programming. She is a lecturer with Manchester University and Sciences Po Paris.
